Minutes of the District 4 Coalition Meeting on June 18th,  2008

APPROVAL OF AGENDA:  Motion to accept as sent, by Don Couchman, second by Walter Blood.  Motion passes.

MINUTES:  Approved as corrected

GUEST SPEAKERS:  Barbara Baca Social Service Manager with Senior Affairs.  She spoke on Phase I of North Domingo Baca Multigenerational Center, which would include a social hall and cafeteria, administration offices and some classrooms.  Construction will be spring/summer 2009 with completion in fall 2010.  Total build out cost for the whole center is $20 million.  Cost for Phase I will be about $3million.  They are looking at 2009 for a GO bond of $5 million.

SECRETARYS' REPORT:  V. President of North Domingo Baca asked me to bring this to the Coalition about having a large group picture taken of people and dog at the Dog Park as a thank you to the Council and Mayor for the dog park and a way of saying we need the rest of the park as soon as possible.  Next item is we have a problem with our website and webmaster.  He got into trouble with the IRS for writing his expenses for our website.  Our webmaster must now charge us $10.00 per month along with the yearly cost of our web name.  Motion to keep our webmaster and pay him $10.00 per month for the rest of 2008 totaling $70.00 this price does not include the cost of the web name.  Second by Marlene.  Discussion followed.  Motion passes.

TREASURER REPORT:  There was a bank error on finance charges.  They have since corrected the charges.  As of this report, we have $1587.35.  Move to accept the treasurer’s report second by Walter.  Motion passes.

PRESIDENTS' REPORT:  This is point of information; reference the latest round of NA ordinance.  Our President has not received any notice about this.

COMMITTEE REPORTS:

            Hospitality - No report

            Task Force - No report

            North Domingo Baca -  

CITY COUNCIL REPORT:   Opening on the Ethics Board if anyone is interested, please submit your name.  There was a vote to spend $700,000.00 for a 6-month study on the arena. Councilor Winter voted no along with Councilor Sanchez.  The New developer said there would be no private funds only public monies will be used to build this development.  O-112 new version was past out that was passed, including a floor amendment that was just introduced at Council meeting.

President Whitling will contact the other Coalition President's to request they pressure the Mayor to veto this bill.  President Whitling formed a committee to work on this issue.  Motion to have the coalition to vote on a letter to the Mayor asking him to veto this bill and listing all the coalition members.  Second by Bob.  Discussion followed.  The questioned was called and failed.  Discussion continued.  The questioned was called again and passed.  Motion voted on and passed unanimously (as amended by a friendly amendment).  Committee members are Amy, Irene, Sharon, and Peggy Neff.

OLD BUSINESS: West La Cueva has filed a formal complaint to Council on the I-25 sector plan that has passed EPC.  Wants a letter to EPC, Planning, and Council

that D4C supports the West La Cueva position on the I-25 sector plan.  Discussion followed on how to handle the issue.  A letter shall be done on the original motion that was voted on at the beginning of the year.

NEIGHBORHOOD ROUND TABLE

Albuquerque Meadows - Problems with cars on Del Rey St.  Cars park along the side because the park – n - ride lot is full.  Diana will help with this.  Second problem is on the San Antonio side with the construction and dust.  Diana will help with this.

Nor Este - Dentist office to be reviewed for at the corner of Wyoming and Alameda.

Academy Acres North - No more serious accidents in front of the Health Plex.  Went to the meeting about the Bike/Pedestrian Bridge over the freeway.

Palomas Park - Planning for 4th of July and National Night Out.

Heritage Hills - Planning for national Night Out.

Quail Springs - Planning for National Night Out

Del Rey - Looking for a Financial Advisor and an Appraiser.  They want $100,000.00 for a 40'X110' lot.

ONC REPORT:   Steffi is now Neighborhood Liaison

 

CITY COUNCIL:   Issues came up during Council meeting Green Building, Creating an Independent Hearing Office that will cover Pet Ordinance, Red light Cameras and other civil fines.

 

NEW BUSINESS:

                        a. Treasurer – no volunteer.  

                        b. Motion by Bambi to have a District 4 Council Candidate debate sponsored by the                                         League of Women Voters, second by Irene.  Discussion followed about how the                            debate would be run and handled.  Motion Carries.

 

NA ROUNDTABLE:

Del Rey – Argus Development Inc.  are the new owners of Del Rey.  Working on a site plan.  Hopefully there will 10 acres for manufacture homes.

Countrywood – Concerned about the Paseo crossing turn in.  Neighborhood Nightout was good 35 of 80 homes attended.

Vineyard Estates – going to change name.  Association going to go electronic.  Traffic at Ventura and Carmel terrible.

Academy North - Yard sale in the alleys and was a success.  New sign on wall at Barstow for Academy North.

Academy Acres North – Area across from Native in designated as an Urban Forrest.  It is a mess, cannot get any agency to help.  Transients are living in the arroyo and under the bridge.

Albuquerque Meadows – had a great presentation from APD.

Heritage East – Have not had a meeting since May.  Petty Crime up, mail boxes smashed, Truck stolen.

North Domingo Baca – New sidewalk going in.  Waiting for phase 5 at park to start.  Working with Pete’s landscaping with removal of Yuccas and installing boulders.  General meeting in Sept.

Heritage Hills – Walgreens at Ventura and Pesao will be 24/7 it will not sell liquor Albertsons has asked for liquor license.  

Cherry Hills – Fiesta in the Park was good.  Broken pipes in park are now fixed.

Nor Este – EPC cell towers

Quintessence – July 4 party, kid’s parade, Piñata would not break.  Community Mail box ran over and knocked off foundation.

SECRETARYS' REPORT:  Request a due pass on motion stated in the agenda to purchase supplies (price list handed out) with an amendment to the list of batteries for the recorder size AAA. Walt so moves, Sandra second, motion carries.

TREASURER REPORT:  On March 30, 2007, President Ron Sissel and I reopened the bank account.  As of this report President Sissel now has the new checkbook, 2 deposit slips, one payment slip for the P.O. Box and Don Couchman’s signature receiving $55.00 for the Parliamentarian Workshop.  The check sent to the Boy Scout troop in Don Newton’s name was returned for the account being closed.  I believe that this will need to be reissued.  Also upon my final review, it seems that Palomas Park has over paid their dues.  This will need to be addressed.  Motion to accept report by Sandra, Second by Betty, motion carries.    

PRESIDENTS' REPORT: The May meeting may be a Thank You Dinner get together put on by Councilor Winter to Thank the State Legislators for the support on North Domingo Baca.  For the first part of the June meeting a walk through on where current projects will be built for North Domingo Baca.  This is all tentative. Meeting time will still be the same.  Letters to Councilor Harris and to Kevin Borderick.

COMMITTEE REPORTS (at Chair’s discretion): 

            A.  Hospitality –  Judie nothing to report.

            B.  Web Site – It took almost 8 weeks to get the D4C web site listed on the City’s                                                        neighborhood site, however it is now on the site.

            C.   North Domingo Baca – At the meeting questions were put forth about the pricing out for                                                            each section that is currently planned to begin.

ONC REPORT:  Land Use and Zoning workshop this Saturday.  Division manager position cancelled.  Don’s position has been posted Stephie has bid on it.

CITY COUNCIL: None

NEW BUSINESS:   Election of Treasurer, no candidates, no volunteers.   Are there suggestions from the members?  Don suggested that Ron keeps the Treasurer’s books.  Ron will keep the books, and Walt will get on the account. No Board member will sign a check that is for reimbursement for him or her self.

Move to accept the first recommendation to strike “in the amount of over $100.00”, in Article V section #5 Sandra, Walt second motion carries, 1 abstention.

Motion to strike “If necessary, the offices of secretary and treasurer may be combined” in Article V section #1, by Sandra, second by Walt, motion fails.

To insert a new point in Article VII before current point #2 and renumber subsequent sections:

ACCOUNTING AND FINANCIAL RECORDS: The accounting and financial records of the Coalition shall consist of the following: Treasurer reports check book and registry, membership list by month paid and an inventory of non-consumable items purchased by the Coalition.

Sandra moved, second by Walt, motion carries.

Request of the Coalition, to take action on Councilor Benton’s rewrite of the Zoning Variances section.  Bambi to send the Ordinance to members and an electronic vote will be taken.

The Parks and Rec. Dept received a request that North Domingo Baca Park be renamed for Harry Kenney.  Judie moves that the D4C long-standing position has been that the name not be changed from North Domingo Baca and still stands. D4C members support Don Couchman’s position as Chair of MPRA on this issue.  Second by Joe Y.  Motion Carries.

Don also brought up that Councilor Harris wants to eliminate the public comments or at least move the public comments to the very end of the Council meeting. Deferred to another meeting.

NA ROUNDTABLE:

North Domingo Baca – By-laws passed, Boundary changes passed General Meeting down to 2 from 3.

Heritage Hills – Board met about Councilor Harris’ bill to change NA’s and that we need to make sure that we representation.

Academy Hills Park – bi-monthly meeting next week topic of discussion will be Neighborhood Signs.

Academy North – Yard Sale in May, one wall has Academy North on it while the owner of the other wall will not allow them to put Academy North on her wall.

Academy Acres North – Thank you very much for the letter and we will be meeting with officials.

Heritage Hills East – Having a meeting on Thursday and they are grappling with weed and trash control.

Quail Springs – Will be having a garage sale May 5th

Cherry Hills – We have a professional in the neighborhood on Identity Theft. They have done three articles on this subject.  Will send out to those who want them.

Bear Canyon – Our General Membership meeting is April 26th with Trish Hoffman from APD as our speaker.  We are also having Board member elections with 3 positions being voted on.

Quintessence – This coming Tuesday we have elections and a General Membership meeting.
